[Watching early DS9 Rom was less stupid than later episodes.]

I don’t necessarily think he was stupid. More innocent. The writers clearly made a change with Rom. Him being an innocent, underappreciated genius served several purposes.

  • It clearly differentiated him as a character from Quark. As another Quark he wouldn’t have been very interesting, other than as a side character in Quark’s adventures.
  • It made Rom entirely more likable. An underdog living under his brother’s shadow, that we all want to succeed. If Rom had been played both as smart as Quark and then being a technical genius, it wouldn’t have been believable that he was in the position he was in.
  • It created a tension between what Rom could be and what he was – which opened up for Nog’s development (He wanted something more than his father).
  • The writers could use the “conflict” between Quark and Rom, their differing views and Rom’s development, as a way to discuss Ferengi society. Those episodes are funny but also deals with serious issues like labor rights and women’s rights. While Rom changes, Quark stays the same – which mirrors the societal conflict between stagnation and evolution that the whole of Ferengi society goes through in DS9.
